Ogun–Oshun River Basin Development Authority (O-ORBDA) is a parastatal of the Federal Ministry of Water Resources and is one of the twelve River Basin Development Authorities (RBDAs) established by the Federal Government of Nigeria under Decrees number 25 of 1976 and 31 of 1977.

Since 1976, there have been amendments to the original operational functions of the Authorities. As at today, O-ORBDA is operating under decree No.35 of 1987 and Privatization and Commercialization Decree No 25 of 1988.

The Ogun-Oshun River Basin Development Authority was formally launched on July 4, 1977 at a colorful ceremony presided over by the then Federal Commissioner (Minister) for Water Resources, Alhaji Ibrahim EI Yakub. The ceremony which took place at the Ake Centenary Hall, Abeokuta, was witnessed, amongst others, by the then Military Governor of Oyo, Ogun and Lagos States, which fall in the area of coverage of the Authority. However, Oyo State has since been split into Oyo and Osun States.

The operation of the Authority commenced under the leadership of Dr. Lekan Are, the pioneer General Manager/Chief Executive Officer.


  • Scope of Operation

The scope of operations of the Authority, over the years, has been the development and management of the water resources potentials of its area of coverage for domestic, industrial, agricultural and flood control purposes. Emphasis on these purposes has varied over the years depending on the policy focus of 1 the Federal Government and the directive of the supervising Ministry.


  • Area of Coverage

The Headquarters of the Authority is located on a 236ha estate along Alabata Road, Off Ibadan-Abeokuta highway, Abeokuta in Ogun State. It has three Area Offices located at Osogbo (Osun State), Ibadan (Oyo State) and Ikeja (Lagos State) as well as a Liaison Ofice at Gwarimpa in Abuja, FCT.
